This Week at the Statehouse - Week 7
Now that we're post the first funnel, the focus of both chambers is floor debate. Both the House and Senate have to send bills to the other chamber over the next few weeks before the March 20th second funnel deadline. They cleared their calendars this week of any committee meetings and spent considerable time in debate working on bills. In total, the two chambers passed 80 bills this week (46 House, 34 Senate).
Of those these are the ones related to higher education:
- HF 2226 - U of Iowa Nursing Program Resident Admission
- Amended on the floor from 80% resident admission to 70%
- HF 2243 - Performance Based Funding Report
- While this bill did not pass, the language was amended on to HF 2547 on the floor
- HF 2242 - Tuition Freeze
- HF 2490 - Meeting Public Notice
- HF 2500 - State Agency Purchasing Contracts
- HF 2502 - Paid Parental Leave for State Employees
- HF 2547 - Articulation Agreements Between Community Colleges and Regents
- Now includes HF 2243 language regarding a performance-based funding report
- SF 2224 - Computer Science Instruction
- Originally just for K-12, an amendment added language from HF 2540 and SF 2094 related to teacher preparation programs
- SF 2263 - Weapons in vehicles
- Originally included the Regents in the language, Regents were removed in an amendment on the floor
- SF 2412 - E-Verify for State Employment
- SF 2430 - Flags at Half-Staff
In addition to floor action, UNI was represented in Budget Committees this week. The three university presidents presented their FY27 budget requests to the House Education Budget Subcommittee. Also, UNI’s Business and Community Services presented on the services they provide to the House Economic Development Budget Subcommittee.
Next week floor debate will continue on the many, many bills eligible. We'll also see committees start to get to work again on bills coming over to them from the opposite chamber.
Each week the spreadsheet below will be updated to show the latest action on the many bills that the Board of Regents staff is tracking throughout this session. Some of the below bills may not apply specifically to UNI, but we closely monitoring legislation all session that may affect our students, faculty, and campuses at all three institutions. We have been collaborating with lawmakers to ensure UNI’s voice is heard and will continue to advocate for initiatives that support our mission.
