This Week at the Statehouse - Week 8
Another week of debate concluded on Thursday this week, with over 100 bills passing the two chambers on a wide range of topics. The second funnel is two weeks away (March 20), so expect more debate next week as well, before the transition back to committee work.
Of those many bills, these are the ones related to higher education that passed either chamber:
- HF 2510 – K-12 Civics Curriculum and Regents Civics Exam – Establishes curriculum standards for K-12 social studies. The bill originally required all undergraduate regents' students to pass a civic literary exam, but this requirement was removed in an amendment on the floor.
- HF 2513 – Foreign Adversary Hiring Ban – Prevents regents’ universities from hiring H-1B visa holders from nations identified as foreign adversaries. As amended, the bill now includes community colleges and private colleges in the ban.
- HF 2539 - Repealing Programs – Removes a number of programs and reporting requirements from the Board of Regents that are outdated or unfunded.
- HF 2610 - Common Course Numbering – The bill requires the Department of Education to work with community colleges and the Regents to establish a shared, statewide common course numbering system. The bill has been sent to the Governor for signature.
- HF 2491 – Veteran’s Tuition Waiver – For veterans with a 100% disability rating, the bill would require Regent universities to waive any remaining tuition and fees after the individual has exhausted all other federal or state tuition assistance.
- HF 2711 – Affirmative Action in State Government – Strikes any affirmative action programs for state agencies, schools licensing boards and others. Strikes incentive programs for minorities and women for academic programs. Strikes requirements that a grant application from a state agency include a minority impact statement.
At the committee level the House Infrastructure Budget Subcommittee heard presentations from the three universities on their FY27 appropriations requests. For UNI the presentation was on the Commons renovation and modernization project.
Each week the spreadsheet below will be updated to show the latest action on the many bills that the Board of Regents staff is tracking throughout this session. Some of the below bills may not apply specifically to UNI, but we closely monitoring legislation all session that may affect our students, faculty, and campuses at all three institutions. We have been collaborating with lawmakers to ensure UNI’s voice is heard and will continue to advocate for initiatives that support our mission.
