This Week at the Statehouse – Week 16

Today is the 110th calendar day of the 90th General Assembly, is the last day scheduled for the 2023 legislative session and is the last day lawmakers receive their per diem expenses or have their legislative clerks. However, the legislature did not adjourn today and the 2023 session is going into overtime.

My hope is that adjournment will occur next week, but there are several large budget bills that need to be filed and debated for that to occur. The education, economic development and infrastructure budget bills are three of them that we have not seen. We hope to see these budget bills early next week.

Here are a few policy bills that had action this week and are going to the Governor for her signature.

HF 256 TEACHING LICENSURE AGE. Strikes the requirement that an applicant for a teaching license must be 21 years old. The House passed the bill 95-0 on February 22; the Senate passed the bill 49-0 on April 24; it now goes to the Governor.

HF 614 OUT-OF-STATE TEACHER LICENSING. Spells out the requirements for out-of-state and international applicants to get teachers’ licensure. The House passed the bill 96-0 on March 9; the Senate passed the bill 49-0 on April 24; it now goes to the Governor.

HF 631 BRADY GIGLIO LIST. Strikes the repeal of the current Brady-Giglio list policies which was set to be repealed on July 1, 2023. Adds a requirement that prosecutors keep confidential and not release information to the public the file of an officer or statements, recordings or complaints. The bill is effective upon enactment. The House passed the bill 97-0 on March 14; the Senate passed the bill 49-0 on April 24; it now goes to the Governor.

HF 671 PROFESSIONAL COUNSELORS LICENSURE COMPACT. Establishes this compact that would provide access to counseling that would benefit our students and it establishes a commission to administer the compact. The House passed the bill 99-0 on April 11; the Senate passed the bill 49-0 on April 24; it now goes to the Governor.
